Windscreen wiper going the wrong way!?

Hi everyone, hope you can help me out with this one.
On my way home today the windscreen wiper on the passenger side stopped moving quite as far as the other, before giving up completely, although it was still twitching.
Further investigation shows that it's trying to push itself down, rather than up across the window! The one on the driver's side works fine though.
Anybody else ever come across this or have any ideas in what's involved fixing it?

It sounds like a dodgy wheel box. Take the wiper arm off and if you can move the wheel with you fingers then it is, and you don't want to touch it. the wheel box is buried beneath 2 layers of glass fiber that need cutting away before you even get access to it.
The whole job is not difficult just a nightmare involving much cursing, scraping of knuckles, a large rotary sander, some sheet ally, and a tin of sealer!
If its not the wheel box then the wiper are might just be lose on the shaft, and a new wiper arm is all thats needed.
