Surging from cold!!!

Chimaera 4.0 1995......... Start up from cold, always starts first time but has started to surge dramaticaly. It will go between 1100 and 500 rythmicaly untill it stalls.!!
Its like the old Vauxhall Monzas and Senators did with the K Jetronic injection many years ago...... Do we have any probs with auxilliary air valve / idle air controll.. Any ideas greatly appreciated. The car runs fine after about 5 mins tickling the throttle.

Clean the stepper motor........
