Heater Not Working - Options ?

My Chim 500 purchased in January has a heater which doesn't work . I have drained and bled the radiator and filled with fresh coolant. I have replaced the thermostat and otter switch all without success.
The car has aircon, but since Jan clearly its not been used as it blows only cold air anyway. Apart from replacing the heater matrix at cost, does anyone have any worldly experience or advise to share, as there is a chance this may also not provide a solution?
Finally, the cooling system works fine and the fans cut in on demand!
