Some times the pre cats simply fall apart so taking the dustbin off will let the remains fall out. The main cat has to be cut out, so you can often see a non-factory weld line somewhere on the main dustbin section. It's not a massively difficult job to remove the dustbin section you you can always whip if off and see if anythig is inside.

On most cars there are two cats, the pre cat and the main cat. The pre cat is in the exhaust just after the point the individual exhaust pipes merge into one. This is the one that allot of people have removed. The main cat is where the exhausts from both banks merge into a Y shape in the middle of the engine bay. If your car has had its pre cats removed then this will have little effect except on noise. If it has had its main cat removed then it wont pass the MOT.
