When I direct the fan to the windscreen there is next to no air coming out of the vents (all three settings on the fan work fine!). Is this likely to be an easy fix and also is it a common problem ?

This is because the heater is designed only to blow scalding hot air on the driver's feet at all times, irrespective of the settings.

Only cure is always drive with the top down

When you adjust the control, does it feel like it's pulling against anything? These are cable operated and it's not uncommon for the cable to slip / break / or become otherwise disconnected. If you do a search on here you'll find a guide to taking off the dash-top which will give you full access to the control cables, or as said before, just take the roof off.....
