They are cabin vents. When you have the blower on, this is where the air exhausts from.

I think if you block them off (as some have done with speakers), sit in a close the door, you get quite a weird pressure thing going on inside the cabin...

It is hot air only IME....And blows out whenever it wants...... You can close it though, which helps maintain a more healthy 70 degrees in the cabin....:-)
