'Adjusting' car covers

I am due to pick up my first TVR this weekend ('98 Chim 400). Can't wait.
However, parking it at home concerns me a bit. I don't have a garage, but do have off-street parking in a residents car park (apartment block). However, the local area isn't amazing and I am opposite a school.
I don't mind people looking at the car but would rather not attract too much attention. Have people found that using car covers attracts unwanted attention or not?
Also, the main reason for this post, I need to display a parking permit, so was thinking of altering the car cover (I have a gore-tex cover) by cutting a small window into it and stitching some perspex in. Any advice on this?
