Can anyone tell me what could cause the steering wheel judder when braking fairly hard?
is it the disks or can it be something more expensive?

Disks/pads are probably more expensive than the cheap & less exotic Ball Joints and Track Rod Ends. Bushes might also be shot - you need someone who can tell whats wrong, so at least need a jack I guess.

If you also get judder through the pedal then it'll most likely be warped discs.

I've recently noticed this on mine too. Seems to only happen around 50-70MPH and braking firm (but not hard). Brake pedal does not pulse.

Grooved / drilled disks can make funny noises as well

I had the same. Skimming the discs to sort a slight warp has made it go away.

Mine has been diagnosed as worn disks/pads but there's not enough life left in them to be worth skimming.
