Hazard warning problems after new dash

I have just spent the last couple of nights changing over the dash on my 97 500 to a stainless version. I tested everything to make sure it worked ok before starting the car, and found a problem. The hazard warning switch does not work as it should. With the ingition off, the hazards either flash very quickly and intermittently(you can hear the relay working overtime) or only the left flasher works. This problem doesnt seem evident with the ignition in the on posistion. I have checked and double checked all the leads, for somewhere it may be shorting, but have so far come up with nothing. Any ideas appreciated.
