Small bolt ,rocker box, behind heating pipes, Any ideas?

Evening Chaps, Has anyone got any ideas for tightening up the small bolt that holds the back of the drivers side rocker box in place, i have a small bi-hex socket but can't get anyuwhere near it. If i remember correctly i took it of when engine was out of car (almost impossible then!) All solutions gratefullly recieved!

1/4"UNC socket caps (you might have to trim them to length)

The originals came out once and got replaced straight away....
