Plastic Pipe in Passenger Footwell

Hi There

Can anyone help with this one?

I have just removed the battery on my 1998 Chimaera 500 to check on the fuse in the charging circuit.
Behind the battery box there is a small clear plastic pipe similar in size to windscreen washer hose. It is only about 100mm long and not connected to anything at either end it just goes through the bulkhead between the passenger footwell and the wheel arch.
Is this supposed to do anything?
All I can see is a potential hole to let water in.

My battery does not have a vent so it looks like a job for a brass bolt and washer with stacks of sealant on it to prevent any leaks.
