It's normally the earth contact rings on the button. You say power is getting to the horn but if you're measuring that with a digital meter it may be that there is sufficient current to drive the meter but insufficient to drive the horns, that again tells me the fault is in with the button contacts. If you connect the wire from the centre of the steering wheel directly to an earth (e.g. the outer part of the cig lighter) that will prove whether or not the fault is at the button end.

Yes it is a fail.

Are you sure the horn relay itself in the fusebox is working? My car certainly has one, not sure if they all do though? Can you hear any clicks from fusebox area when you press horn button?

Have you checked if the horns work with a direct feed?

this used to be a very common problem , in short the horn relay gets dislodged by the foot board, resting on it , worth checking

I had a similar problem a few years ago.

Check all fuses and relays are pushed firmly into the fuse board.
Also do not assume the fuse that you think is the horn is in fact the fuse, despite what it says in the handbook or bible.
Or put another way, check all fuses because it could be any of them and not the one listed.
