What is the best way of restoring a steering wheel. No tears or problems only cosmetic.

You could try Gliptone leather cleaner and conditioner
They also do leather dye if you need it after cleaning

Looks like the finish has worn off. Furniture Clinic do a kit to refinish the leather to Jag's colour codes.
