Flaking lacquer on Golf bumpers

Hi Guys,
I have a 59 plate Golf & the lacquer is blistering and flaking off !. I have googled the problem & read various forums, has anyone else had this problem and is it a manufacturing issue ?
I bought the car @ six month old from JCT 600 York.
I read that some VW dealers have repaired free of charge.

Hi, I'm EX Mototrade and sounds like the cars has a 'smart repair' or paintwork at some point in its life. I've worked at various garages who would smart repair bumpers (and more) for stone chips, scuffs and scratches, with a poor quality repair but that isn't noticably to the eye...

VW paintwork shouldn't 'really' laquer peel. I've never seen it and bought and sold lots of various VW's.
