2014 SEAT Ibiza 1.4 - odd power steering fault?

My dad has a 2014 Seat Ibiza 1.4 petrol and hes having an odd power steering problem.

Sometimes when he starts the car from cold, he has no power steering for a second or two, then its fine.

It has never quit while driving and there are no warning lights on?

Anyone any ideas? Hes going to take it back to the dealer to check but i suspect they'll not be able to find anything wrong.

sometimes points towards battery and/or alternator problems.

If it's still under warranty take it to the nearest main dealer.

Yes, though as per my original post, its not doing it every time, so based on previous experience i expect the dealer not to be able to find a problem, unless i am able to "force" evidence upon them.
