Topmounts - What should rotate?

As in the title, should a top-mount allow the piston and spring plate rotate freely together, while the mount itself stays still.
Or should it allow only the spring plate to rotate freely and force the piston to turn in the shock body when the steering is turned?
Or would both of these configurations be accepatble?
