Bad Brake Booster Diagnostic

Hi,
MK6 Golf GT TDI
Hard brakes - and also with the engine off then pump the pedal hard, then whilst pressing start the engine, pedel is quite slow to go down as vacuum builds.
But vacuum pump and lines checked OK.
So could this be an issue on the vacuum side in the brake servo, might have a "leak" so letting air inside ?
