Passat screw fixing

I've just nudged my taillight and it fell off.
On closer inspection this is why;

I'm not convinced this happened on its own, I had the bumper replaced by an "approved" repairer 3 years ago and I think this might be these cowboys.
That said has anyone got any ideas how I can replace this OR get the light screwed back in.
