2016 TT satnav question

One of my wife’s friends has recently bought a 2016 TT.
It has buttons on the steering wheel and beside the gearstick for nav, but when you press the button it comes up with a message on the digital dash saying something like feature not available.

Does this mean that it simply doesn’t have navigation or that it needs something like a card with maps to be installed?
It seemed odd to me that it would have the buttons but I’m not up to date with modern Audi’s.

It can be activated, any good VAG retrofitter should be able to install the software and code it in. VwRetrofit.do.uk seem to do loads from what I see on their social media profiles.
