ODIS / VCDS query re: Polo interior lights

I recently bought a 2021 Polo. It was an ex hire car.
All good except none of the interior lights work, including in the boot and behind the sun visors.
I have VCDS and it stated:
"0263 - Supply voltage for interior lights
B1314 11 [00001001] - Short to Ground"
The bulb holders I have been able to pry out have good festoon bulbs in them, with intact filaments. I have not prised open the main overhead lighting panel, nor the rear overhead panel.
All fuses are good. I also disconnected the battery negative terminal for 10 minutes to re-boot the modules.
I wonder if the Body Control Module has failed, but wouldn't that manifest itself with more issues?
Another thought is the hire company could have disabled internal lighting? Does anyone know if this is possible? If so can they be reactivated using software? I am reluctant to dig too deep into VCDS in case I brick something. Would dealer-level ODIS have this functionality?

The wiring to the front left sun visor had been damaged, presumably shorting to the body.
All the interior lights now work when forced to when doing a VCDS "Output Test" but still don't work when the car is unlocked / doors opened / light switches pressed.
I wonder if the short has somehow damaged the BCM, but surely the BCM would be protected by a fuse (all fuses are fine).
