Buying VW golf CL 1997

As I've got no one else to really ask I figured it's best to come to where knowledge lurks about. However I am from the Netherlands but knowledge transcends as we know.
Found an advertisment for a VW golf CL 55Kw 1.6L from 1997. Priced @ €5499 (£4766)
Below are the details of the advertisement translated to English:
AP lowering kit: €1,000
Tinted windows all around: €450
Completely new sound system: €2,500
Brake overhaul: €500
Timing belt: €400
LED lights: €80
Tank tires: €55
And then quite a few small things like replacing covers, adjusting ignition timing, new tires, alignment, replacing the air intake with one from a 2.0 model, and there is probably something else I’ve forgotten.
The low mileage is NAP approved and is due to the fact that I and the previous owner drove it very little. That is also why it is going, because it is actually a shame for it to be sitting idle. It has never let me down; the leaks the car had have also been fixed, and it doesn't use a drop! A real eye-catcher when you drive; almost everyone looks.
