Why would you do it?

I currently own a VW Golf GTi Mk2 and somebody who previously owned it decided to remove the rear wiper and bodge over the whole with some sort of horrible plastic filler stuff. Not only that, but they also didnt disconnect the water jet and water bottle for it either, so lo n behold when i pressed the button on the stalk water began p*****g into the boot? Why would you do such a thing?
