Will a normal key cutting shop be able to cut some new key blades for my Lupo GTi...... They are the same as MK4,5 Golf's and other VW's. I have the spare blades already, can it be done off my existing keys.

You have to order Key from a dealer & then have them coded to the car a key takes about 2-3 days to arrive & then takes about 20 mins to code. You will need to take some proof of id when ordering key.

I'm doing a conversion, using a flip key form a later golf etc... The keys are easily avaliable for a tiny percentage of the £160 the dealers want just for the key from a well known online auction site. I can use the old transponder, so no need to reprogram the key. Keys can be programed using VAG-COM anyway, so no need to go to the dealers there. So I just need to get the blade cut.

There must be companies online who can cut the blade??...... The tolerances are quite tight though... so make sure they do a goo job!

Some locksmiths Coventry way were advertising (forget where) and again forget where but AA man told me once that a few locksmiths there do some car keywork . No more details tho .(Don't know if that's you're part of WM tho).
Edit
You could ask question on Briskoda -quite a few VAG blokes and info on there .

Saw a independant place down the road from their that i hadn't even noticed before, they said no problem, and could even code the key!!
