I have a 2005 Avant with the 2.0l tdi engine and when the car is stationary with engine running if you turn the wheel the PAS pump sqeals, it as just had the cambelt and tensioners changed (85000 miles)and I was not sure if this belt also drives the pump and it has been over tensioned or is the pump on the way out.
Replace it.
It unbolts from the alternator its self, takes less than an hour. Remove the alternator, gun off the pulley (using special socket) gun on new one. Refit alternator.
I've done hundreds.
To prove it is defiantly that that has failed, and from your description of the noise I'm already 99.9% sure, your need to take the alternator belt off and see if when you flick the pulley for the alternator it should drive in one direction and free wheel in the other, your's wont free wheel. Causes the belt to jump around and shake the tensioner giving noisy belt. Most noticeable with all electrics on, A/C on and PAS at max pressure i.e full lock.
