Is this a good competitive qoute?

My brother put his Y reg Polo S 1.4 TDI in for a service at an independent service center. They quote £136.00 to replace a broken front suspension spring, and between £150 - £250 to replace worn rear shock absorbers.I can agree with the quote for the spring change but the shock absorber seems excessive, is it a difficult job or are they a expensive part. I have changed a lot of rear shocks on various cars and I can't figure the qoute.

Simple cars to work on and should be 200 quid at any small Independent garage with GSF parts.
