How to improve dip beam on a 2002 Audi S3

Have standard xenons on my 2002 Audi S3, have had car from new and always accepted the lights are not that great i.e. they do not have any range on dip beam. Have taken this up with my local Audi dealers, who always reply because they are xenon lights you can not adjust the level of the beam. Have now brought a new car with xenons which are far better and was wondering if it was possible to improve the lights on the Audi. maybe by upgrading the bulbs? Any suggestions would be much appreciated.
