The wipers work fine when the screen is wet but struggle or stall if the screen is dry. Is this a common problem, I.e. a design wekaness, or sign of something not working?

Park siwtch is a cheap and easy swap. If not motor is likely to be the culprit. Not cheap and best to get done asap - dont leave the wipers on as you may burn the motor out and cause a fire.
Adrian Venn is the contact to repair the motor.

Might be worth checking the earth in case that is contributing to the problem - otherwise as above.
