Rev counter sticks at the same RPM when engine is turned off

When I turn the engine off, the rev counter needle stays at the same rpm as when the key was turned to off, even when the key is removed. It sticks at the same place until the ignition is turned back on again at which point it goes to zero. Not sure if this is a problem or not. Has anyone seen this before?
