Its not the end of the world by any means, but it does mean the ECU has had to make some quite large adjustments to get the mixture correct at idle. The nearer to 0 % the better, as this means the sensor readings and map is spot on, but its not a real world condition as the left and right banks of the fuel map fuel slightly differently even with every thing perfect. I would not worry about it if the cars running OK- its when you hit 100%- then you have a problem.
