Water leak near bonnet hinge

I have a new leak into the drivers footwell. After a large amount of duck tape, hose & son in the footwell, it appears to be coming from near the drivers side bonnet hinge area. The water is coming out of the sealed area containing the wiper spindles via some old rivet holes.

Ive clearer away a vast amount of sealant around the bonnet pivot. Any advice on what silicon, why so much & know leaks in the area ?
