Interesting idea. Initially I thought that perhaps the duct should be tapered to accelerate any flow away from the arch and then decelerated again to match the flow at the exit but that is probably nonsense.
If you used clear tube you could dab some tracer dye at the arch end to see if there is any flow.
I guess they will fill with clag fairly quickly on the road (or somewhere like a wet Wiscombe) do you have some sort of blanking plate for road use?
