Connector under the steering column???

Anyone know what this connector and wiring is for? It's under the steering column and behind the dash. The black wires simply terminate on my 92 pre cat.

Terminate as in they are cut and taped off and don't go anywhere. I haven't figured out where the red/black wires go though.

Some cars have a switch down on the column so you can switch off the dash lights but I think the wire colours are wrong for that.
