Think you can short out the otter switch at the bottom of the swerl tank by wrapping wire round the two terminals or pushing each terminal onto a paper clip and wrap in tape. Should turn the fans on permanitly. Mind your hands thoug will be hot down there !!! Hope the fix works.

thank you for the replys, i short the two wires together and that seem to do the trick but when i got back home the fans where not working. but i did not stop so there where no problems. even had some fun on the way back with a lotus. i been looking for the problem this morning and i think its the relay thats playing up. any way time to get back to the car. thanks again. and enjoy the nice day today. get them cars on the roads

Could also be the otter switch - this is the bit that the wires connect to and screws into the metal water tower. Not expensive and easy to change (keep cap on to minimize water loss, but also loosen/tighten it first to remove any pressure in the system).

Edited to say: Thinking some more, if the fans work when you short the two connectors then it will be this switch, and not the relays.
