I know that all TVRs are different but on my '96 Griff 500 the fuse and relay panel just dangles and rests on top of the battery box. Is this fairly common or should it be fixed to the bulkhead somehow? If it should be fixed, how is it fixed?

There is a hollow box that bolts thru the wheel arch, the fusebox is then bolted (and cable tied) on to that.

Not necessarily, later cars don't have room because of the heater adjustment motor. Heath Briggs recommends that it sits between the battery and the footwell panel to avoid any shorting across the battery. Alternatively make a shelf to sit on top of the battery and prevent any shorting of the terminals.
