After removing the stepper motor from the housing, I turned on the ignition to check how well it is working and it only buzzes & moves about a tiny amount for about a second and stops.. Is there a method to check if the motor is indeed moving through the range correctly?

It resets to a home postion as the ignition is turned off. This gives maximum air, ready for a restart and this is why the RPM is so high on restarting. The only way to really see it move is to unplug it when the engine is ticking over, stop the engine, and remove the stepper. Then reconnect it and cycle the ignition on / off, and you shoud see it fully retract.
