Maybe we need to draw the distinction on the basis of power.
The old ‘Monster’ category could be the test of heavily modified perhaps (Was that 300 wheel or fly)?
Or perhaps a car that now produces what TVR originally claimed?
Perhaps we should set a target that encourages development.
If I stuck a few tiger tails on the Griff, would that count as Heavily Modded?

I'm kind of with you I think Fester? Nearly all cars are modified in some way, and the assumption that they all left Bristol Ave equal is flawed. Its fine to note any differences for reference, but we continually get this 'if I do xxx, I will get yyy' questions / expectations and I don't believe things are that straightforward in most cases.
The specials category of known cars, is fine. Engine swaps does require better definition though. It seems quite sensible to include 'non-standard' engine sizes as a separate category, but the dilemma of how to classify upgrades to larger engines (430, 450 & 500) is complex.
Personally I would prefer to see simple classification on engine spec, with a note of what the car was originally, just as you expect notes on the mods applied to have some idea. In some ways things like separating the pre-cats into a separate category can be a little misleading as there are quite a few with de-catted cars now anyway
Another option would be to have 2 registers, one based on engines/power... the other on original spec... then you could look up the relevant info I guess.

A list of all Griff’s could be sorted according to BHP, Ft/Lbs, or other criteria.
There are loads of different categories by which cars could be ordered. Any attempt to produce one or two simple lists is very limited. Cars may fit into more than one category.
Your point about 'if I do xxx, I will get yyy' could be addressed.
Suppose the list could be queried to provide truly useful information?
Someone considering camshaft change could query high, low and average power or torque of all the other cars with a particular camshaft.
Or the effect of making two or more changes could be researched. It wouldn’t be perfect. The problem would come because the there are so many possible variations that could affect performance; it would be hard to isolate one combination of modifications.
But it would be an improvement over what we have now.
