You need to separte two issues here. Shunting in high gears at low rpm (usually around 1500 -1700 rpm) is one thing, normally attributed to such things as cam timimg, ECU fueling, or plenum design, (ie not easily fixed) whilst an idle that remains high can simply be things like sticky stepper, or faulty speed sensor. Do a simple test with a warm engine, and disconnect the stepper when the engine is running at idle. Then give it a run and see if it snatches, and if it does, its not stepper or speed sensor.
