Throttle problem defender 300TDi 1994

Hello,

Been having trouble with the throttle sticking. Took the brass linkage apart for a clean up, put it back together, now when started, its revving its nut's off. So I took the nut off that holds the brass linkage to the threaded bolt ( I suppose regulates the amount of fuel through to the injectors, took linkage off so the bolt is exposed and tried manually turning the bolt full clockwise, started the engine and still revving its nuts off.

Any ideas?

Have the return springs been put back in correctly?
