Defender Wheel/Tyre Packages - Why ?

Had my Defender for about a month now.
Have noticed when browsing LR magazines and websites that when buying new tyres - it seems that the standard way of selling tyres for LRs is as part of a wheel/tyre package. This seems odd to me - any other car I've ever owned, when it's time for new tyres, then I just just buy new tyres and get them fitted on my existing rims - I'd rarely if ever consider getting new wheels at the same time as I get new tyres - but for LRs it seems to be standard practice.
Is there a reason for this ?

we have 2 sets of wheels and tyres for our 90 the OE alloys with std at tyres and a set of steels with MT tyres for heavy off road use it makes it a 20min swap rather than having to swap tyres over. also steels dont crack or loose lumps out of them when abused off road like alloys do.

The only reasons are:
-many LR's, esp older ones have steel rims, lots of people like to upgrade these. This includes lots of Disco owners too.
-Many of the tyre options are bgger off road upgrades, so either demand a different rim diameter (15" instead of 16"), or a bigger width, 8 or 10j rather than 6 or 7j. Lastly the offset of many aftermarket rims is also different.
That said, you can still buy the tyres on their own should you want too.
