Discovery three Engine replacement ???

Hi All. My first post ever so please pardon me if this is not the right forum and lack of techincal content.
I have a Discovery 3 2008 that may require a new engine and would appreciate guidance from anyone who may have had a similar problem.
Short story is I topped up the radiator tank with water and happily drove down the M1 for anout 60 miles until all of a sudden the steering wheel got stuck and the engine died!@! Opened the bonnet to find radiator cap sligthly off - i am posiitive it was on- engine wouldnt start and had to get the car towed home.
Rescue attendant tried putting water in the radiator and jumpstarting the battery to no avail.
Got an independent mechanic to have a look and he says the engine is locked and i need a new one!!

I have only had the car for five years and am gutted as I am quite cateful and only topped up the radiator because I ran out of washer fluid and noticed it was low.

Okay sob story over...would appreciate information on where I can get the engine fixed ..local.mechanic quoted 7k...some online companies quote 3k to fit .

No warning lights?
Usually there would be a low coolant bong on the dash to give clues about low coolant.
Mine has chimed a couple of times.

Has it had the belts done? Along with the oil pump change.

Did he say why it was locked?
Belt failure would make the steering go very heavy and cambelt failure could lock the engine?
