2014 RR Sport 5.0 S/C

On cold start up my 2014 5.0 S/C RRS runs at 1600rpm & continues to run at this speed until the normal working temperature has been reached, if the car is switched off & re started unless the normal working temperature has been reached the car will again run at 1600rpm, the car has covered 30k has LR service history with LR extended warranty, LR had the car for over a month last year & couldn't fix the problem does anybody no a LR specialist in the South East who would be capable of fixing this problem?
