Freelander 2 possible steering lock issue

Hi. Our 2008 fl2 opens with the key, key docks, radio and satellite navigation come on but the immobiliser continues to flash, the steering lock doesn’t actuate and the instruments remain dead. Will not start. If the steering lock fails, does it produce this fault? Tapped the steering lock a few times as I have seen this suggested but so far no good. Any help much appreciated.
