Landrover Recall N642 Aluminium bolts

My Feb 2017 Discovery Sport L550 2.0l is currently at Marshalls Landrover for a power steering issue. They have reported back that the EPAS Motor has the aluminium bolts fitted which are changed out under a safety recall due to them potentially snapping.
The problem is that my car does not have a recall on it from JLR , the VIN number is just outside the recall range, so they will not replace the bolts to the new steel ones.
WTF !
Has anyone experienced this ?
Because N642 is categorized as a safety recall—not a standard vehicle warranty-dealers are legally required by the DVSA Code of Practice to rectify the fault free of charge, regardless of the vehicle's age, mileage, or service history.
If my vehicle has the same component and the same failure mode as those
covered by N642, why has it has been excluded from the safety campaign ?
