Td5 all out out of puff at 65mph?

I just test drove the landy from my other thread and it wouldnt go any faster than 65mph, however hard I tried, almost as if it was limited. This cant be right, can it? What might cause this?
It ran rough on full acceleration to begin with and the owner told me that it was because it had been stood up and the MAF had got damp, and that this was a common problem.
After about 15 mins of driving the rough acceleration stopped (or at least got much less noticeable), but it simply wouldnt go above 65mph. Does anyone have any thoughts on this? Id really appreciate any ideas you have, as I really don't want to buy yet another money pit.

any ideas what could be causing it though? its been hardly used for a few years (a few hundred miles a year) if that has any bearing?
it seems a right enough thing other than this, so if its something I can get fixed/ diagnose perhaps I could factor this into the price?
I take your point though, just dont want to have to leave it for something that could be remedied easily.

Almost bound to be oil in the ecu loom plug, casuing messed up injector signals from the ECU.
Known fix. To see if it is, remove the seatbox lid under the drivers seat and then remove the red plug from the ECU. Now remove the white facia piece. If there is oil in thee you need to change the injector loom under the rocker cover, and clean out the oil from the main loom as best you can.
Its a known and common issue.
MAF's can cause some issues too, but what he suggested doenst really fit

You can do it yourself, with minimal tools and a bit of patience. Should take under 90 minutes.
The loom should be under 100 pounds, probably around 70 from a main dealer(sorry only stupid dollar symbol on this keyboard)
You should probably also change the rocker cover gasket
The loom is visible in this picture (running the length of the head, coming to the front OS corner (it pushes out upwards from the cylindrical hole at the front and just unclips from the injectors

You need to use some sort of electrical cleaner to get rid of the oil from the ecu plugs and the loom plugs at both ends.
Where are you based... can possibly point you to a decent specialist.
