51 Reg Freelander Wheels

I have a 51 plate 5 door landrover freelander td4 which came with original 15” steel wheels .
I have acquired a set of 15” 5 spoke landrover alloys with an offset of 46 which seems to be standard and for some reason they do not do up tight.
I put some copper paste on the inside of the wheel and retightened the alloy nuts and then took the wheel off and there was no paste residue on the rear hub so it is not touching.
I am reluctant to use spacers until I work out why they do not fit as I have seen the same wheel on many same year freelanders?
Has anyone got any ideas

I think, but dont take this as 100%
The wheels dont fit properly, there is also an issue with the 5 spoke 16 inch wheel that the 97-00 version wont fit on 01-06 models as the brakes are different and they dont clear it,
You should have a set of 15 inch 6 spoke wheels as i believe thats the GS spec wheel for a td4 of your year.
Again, this is not 100% and i may be talking out my own arse
