Series fuel pump/distribution unit tuning

Hi all.
I've just put a different engine on my old SIII LR. I'm trying to tune the fuelling on it, which TBH I don't think was ever right on the old one.
The engine is an early, 3 main bearing diesel engine and I have the later lucas CAV DPS type pump with the electrical cut-off, not the earlier DPA type pump you would normally see on this engine.
I am comfortable with the timing on it, and how to adjust it. I am getting no smoke, no knocking and it starts well so I believe the timing is good, and that the injectors, pump, engine etc are fundamentally good. The car will hold 48mph up fairly steep hills.
My problem is that I'm not getting anywhere near max rpm. The top speed in 4th gear Hi is 48mph, despite having larger 7.50x16 wheels. The car will hold 48mph up hill but even down a steep hill will not go any faster. I believe I am getting less then 3,000rpm, when I should be getting 4,200rpm.
Having done some reading I believe I need to adjust the maximum fuel or 'smoke' screw. I can find quite a few references to this, but no diagram of where it is, or how to adjust it. There's plenty of info about the DPA pump (it even has it in the haynes manual) but not the DPS one.
So, my questions are:
1) Does my reasoning sound correct, or is something else wrong?
2) Assuming the answer to (1) is yes, does anyone know where the screw is and/or how to adjust it, or does anyone have a dps fuel pump manual?
