RRS 3.0 Diesel Fuel consumption

I have a 2010 model RRS 3.0 diesel hse which I bought from new and have now covered 4,000 miles.
The fuel consumption was awful and it occasionally gave me a 'reduced performance' warning light so I took it back to the dealer. They replace a value on the turbo and found a breather pipe had come off the turbo.
The engine runs smoother now but fuel consumption has only increased from 20 to 22 mpg.
Generally speaking, the car only gets used a couple of days a week and will do about 30 miles on a run. I've been driving it sensibly and the dashboard says that its doing 25 - 26 mpg but filling the tank shows otherwise.
This vehicle is supposed to do 30mpg on the combined cycle, so has the car still got a problem or is this normal?
If it is normal, does it get any better or will chiping help?

FWIW my TDV8 RR Sport has done 24mpg over the last 9k miles
