EIS and SEIS - laymans terms??

I am looking into these as a family member has been told to explore them as a means for them to get rid of some money. Now, I have a couple of companies that could work for them, apparently - I've googled, read and been left relatively flummoxed.

Has anyone got into these and understand them in a way that could be easily explained?
