New Business Idea - Not my Skillset but...

Purely by chance, in conversation with a friend, I looked for suppliers of a related B2B Business Service and found out that it had multiple thousands of searches per month and almost no PPC activity! To say I was shocked was an understatement! Now I can't stop thinking about how to make the most of this. My first challenge is that I understand the marketplace but am not an expert in this service. So, I can generate leads but not do the work.

So, that's my challenge. I need 'staff' but am not in position to go ahead. Initial thought is to approach smaller companies in the same sector and see if they can do this on split payment basis. Or....?
