Multi employee driver insurance, one vehicle?

I need to find insurance for up to 8 staff to drive our company vehicle. Trying local insurance brokers is not proving fruitful as they don't seem to be able to grasp that I simply want any of our staff to use the vehicle (a 9 seater Citroen Dispatch Combi) as and when they need to. Either they are making a mountain of a molehill or it's more complicated than I expected!
It's a small business that needs to on occasion take customers out for trips or pick up and collect from their homes.
Anyone have a similar situation and found a good insurer?
